Absolutely! Photoshop or an alternative is very important when developing sites, because todays sites demand high end graphics. I cannot think of a good site today that doesn't use graphics.
It is also not uncommon for there to be 3 types of web developers...
1... The graphics person
2... The (X)HTML person
3... The codder/programmer
I have found that usually a codder/programmer (like my self) usually knows (X)HTML (but unlike me) they usually dont know it's full capabilities. I have also found that (X)HTML people often dont know much about programming/codding, and know some about graphics design. and i have found that it's extremely rare for graphics people to know any codding/programming but sometimes know (X)HTML.
I happen to be one that does all of them, and works in all of them almost every day.
