Mouseover Nav. Buttons

I'm sure this has been asked before. If so sorry. I've just finished (?) writting a sire with MS Frontpage. I know its old hat now put it was the only thing I had. Problem is the Navigation buttons only seem to work - in that they change colour on mouse over and link wit a single click - on browers other than MS IE! With IE, the buttons need a double click. I've had people complain the links don't work cos' they expect single click! I've now tried 3 different recommendation from the net, including trying CSS from :

but nothing seems to work.

Surely it cannot be this hard to just add mouseover nav. buttons.
